天然气分会介绍
一、天然气分会成立的背景和定位
1、成立背景
目前,世界能源正在经历由高碳向低碳、由化石能源向可再生能源的第三次能源转型,在构建多元能源结构共同发展的进程中,以油气为主的化石能源仍将长期占据重要地位,尤其是天然气以其灵活、清洁、稳定、高效等多重优势,在规模替代高污染燃料、与可再生能源协同发展等方面发挥重要作用。
当前,欧美等发达国家加大能源业转型,积极推动能源的清洁化、低碳化、多元化、智能化、分散化、电气化、市场化发展。中国天然气业也面临能源发展和结构调整的挑战,资源获取能力弱、市场体系不完善、调峰储备不足、融资难融资贵、产业集中度和专业化水平不高、信息交流不充分、自主创新能力弱、部分关键核心技术缺失、产业市场不规范等矛盾仍然突出,亟须转型升级。
为更好地向天然气以及相关配套企业提供有效服务,规范行业健康有序发展,进一步提升会员间的资源互助能力,提升经济效益,国内天然气行业具有代表性的几家企业在全联石油业商会的领导下发起成立天然气分会。经过近一年的精心筹备,于2024年8月15日在江苏如东洋口港能源中心正式成立全联石油业商会天然气分会。
2、发展定位
天然气分会的发展是以全联石油业商会和各位发起人企业为主要依托,吸收和扩大天然气会员企业,逐步拓展至全国乃至世界各地。立足于专业化优势,引导会员企业加强行业自律,协助国家有关部门制定行业规范、产品及服务标准;整合产业链资源,促进上下游之间更紧密的合作,全方位为相关企业提供互利商务平台与专业服务;引导企业注重提高产品质量,树立品牌意识,积极参与市场化、国际化竞争;组织会员参观考察,互相交流,举办或参加国内外各类展销会推介会等活动,增进会员与相关行业间的交流与合作,鼓励、支持和引导我国天然气企业更好地拓展国内外市场;同时,在天然气行业和政府相关管理部门之间建立起沟通的桥梁,贯彻党和政府的方针、政策,反映会员的合理诉求,维护会员企业合法权益,帮助会员排忧解难,为促进行业的健康发展做出贡献。
二、 天然气分会开展的主要工作及成效
1、组织建设方面
从天然气分会成立截至到目前,已建立起健全的管理架构和较完整的制度规范体系:
管理架构方面,天然气分会建立了主任委员、副主任委员领导机构,设立了日常管理机构(秘书处)。其中,主任委员、副主任委员单位包括:江苏洋口港能源服务有限公司、协鑫汇东液化天然气如东有限公司、港华国际能源贸易有限公司、江苏华港鼎程燃气有限公司、四川华油中蓝能源有限责任公司。
制度规范方面,研究制订了《全联石油业商会天然气分会选举办法》、《全联石油业商会天然气分会管理规定》、《全联石油业商会天然气分会2024-2025年工作计划及预算》、《全联石油业商会天然气分会预算报销制度》等。
2、会员发展方面
截至目前,天然气分会共发展64家会员单位,其中:常务理事单位8家,理事单位11家,普通会员单位45家。目前已涵盖勘探开发、天然气储运、油气装备及产品制造、信息化系统及服务、运营维护、油气贸易,以及财务审计、资产评估、工程造价咨询等企业,初步形成覆盖油气全产业链的会员网络。
3、行业交流合作方面
与国家油气管网集团公司进行“数字金融供应链平台”合作交流,并完成管网托运商融资需求调研。
与中石油云梦泽电子商务公司进行数字金融供应链及外部招商合作交流,初步达成合作意向。
与中石油江苏液化天然气公司、协鑫汇东液化天然气如东有限公司等企业达成合作意向,计划在国内开展LNG接收站岗位操作培训、检维修服务等长期合作。
与中国石油管理干部学院完成“共建中国石油天然气民营企业家交流平台及民营企业人才培养合作计划”合作交流,并达成合作意向。
4、论坛活动方面
参与“2024年长三角天然气创新协同发展论坛”,探讨行业趋势与创新路径。
参与“CEC2025天然气行业协同发展北方专场研讨会”,加强行业联系、拓展合作平台。
参与组织“上海石油天然气交易中心液化天然气长三角枢纽如东交个基地揭牌暨LNG预售挂牌交易上线仪式”,为国内产业客户走向国际提供更灵活、更公开透明的贸易渠道。
参加石油业商会组织的东帝汶油气资源合作考察活动,具体负责英文翻译、天然气合作方案准备及交流工作。
参加中尼妇女基础设施投资论坛,天然气分会作了主题发言,并见证了全联石油业商会与尼日利亚政府签订合作备忘录。
5、资源对接方面
一是与国家部委及地方政府部门、国有企业合作交流。走访国家发改委(能源局)、工信部、财政部、银监会,江苏省能源局(江苏省天然气协会)、浙江省天然气协会、山西省能源局(山西省天然气协会)、陕西省能源局(陕西燃气集团),河北省工商联(河北省天然气公司)、山东省工商联(山东省能源集团)、辽宁省工商联、内蒙古乌兰察布市住建局、吉林省松原市住建局,中石化天然气分公司、中海油气电集团、北燃集团等。
二是与中石油集团及下属公司合作交流。油气勘探领域:大庆油田公司、吉林油田公司、辽河油田公司、华北油田公司、大港油田公司、长庆油田公司、西南油气田公司。油气销售领域:天然气销售、成品油销售公司总部及湖南分公司、山东分公司、内蒙古分公司、陕西分公司、山西分公司、河北分公司、江苏分公司、黑龙江分公司、辽宁分公司、北京分公司。装备制造领域:昆仑制造、宝鸡石油机械、渤海石油装备、宝石机械成都装备制造。工程建设领域:包括寰球工程、工程建设公司、管道工程公司等。相关机构方面:包括中石油管理干部学院、海峡能源、宝石花家园生活服务集团等。
三是与国家油气管网集团合作交流。国家油气管网集团市场部、财务部、共享运营公司、国家管网建设管理分公司、国家管网储运技术分公司、国家管网中原储气库公司等。
6、平台建设方面
一是数字金融供应链服务平台。正在依托中石油、国家油气管网集团,合作搭建数字金融供应链服务平台,协助会员企业对接金融机构数字化平台,解决中小民营企业融资难、融资贵问题。
二是LNG接收站培训、检维修服务平台。依托江苏南通的区位优势和央企资源优势,搭建LNG接收站培训、检维修服务平台,协助企业对接地方资源,推动LNG基础设施与新能源产业协同发展。
三是企业家交流及人才培养平台。依托中石油、中石化党校、南通张謇企业家学院及国内石油高等院校,联合打造为会员企业服务的企业家交流及专项人才培养体系。
四是行业研究与信息共享平台。举办技术交流会;组织会员参与商会国际考察活动及国际能源峰会;完善行业数据库,指导支持企业经营风险管理;针对天然气市场化改革、碳交易、金融扶持等政策,形成行业建议报告,推动决策优化。
总之,全联石油业商会天然气分会成立一年以来,已初步构建起企企合作、政企沟通、资源整合、技术创新的平台和交流机制。随着我们服务工作的不断深入和优化,会员企业在不断增加,会员队伍在不断壮大,全联石油业商会的品牌价值、平台价值在不断提升。

I. Background and Positioning of the Natural Gas Branch
1.Background of Establishment
Currently, the world's energy sector is undergoing its third major transformation, shifting from high-carbon to low-carbon and from fossil fuels to renewable energy. In the process of building a diversified energy structure, fossil fuels, especially natural gas, will continue to play a significant role due to its flexibility, cleanliness, stability, and efficiency. It plays a crucial role in replacing high-pollution fuels and in the coordinated development with renewable energy.
At present, developed countries such as Europe and the United States are accelerating the transformation of their energy industries, promoting the clean, low-carbon, diversified, intelligent, decentralized, electrified, and market-oriented development of energy. China's natural gas industry also faces challenges in energy development and structural adjustment. Weak resource acquisition capabilities, an incomplete market system, insufficient peak shaving and reserve capacity, difficulties and high costs in financing, low industrial concentration and professionalization levels, insufficient information exchange, weak independent innovation capabilities, and the absence of some key core technologies remain prominent issues. There is an urgent need for transformation and upgrading.
To provide effective services to natural gas and related supporting enterprises, regulate the healthy and orderly development of the industry, further enhance the resource mutual assistance capabilities among members, and improve economic benefits, several representative enterprises in the domestic natural gas industry initiated the establishment of the Natural Gas Branch under the leadership of CCCPI. After nearly a year of meticulous preparation, Natural Gas Branch was officially established on August 15, 2024, at the Yangkou Port Energy Center in Rudong, Jiangsu Province.
2. Development Positioning
The development of the Natural Gas Branch is based on CCCPI and the initiating enterprises. It aims to attract and expand natural gas member enterprises, gradually expanding to the entire country and even the world. Relying on its professional advantages, it guides member enterprises to strengthen industry self-discipline, assists relevant national departments in formulating industry norms, product and service standards; integrates industrial chain resources, promotes closer cooperation between upstream and downstream, and provides a mutually beneficial business platform and professional services for related enterprises in all aspects; guides enterprises to focus on improving product quality, establish brand awareness, and actively participate in market and international competition; organizes member visits and exchanges, participates in or holds various domestic and international exhibitions and promotion activities, enhances exchanges and cooperation between members and related industries, encourages, supports, and guides Chinese natural gas enterprises to better expand domestic and international markets; at the same time, it builds a bridge of communication between the natural gas industry and relevant government management departments, implements the policies and guidelines of the Party and the government, reflects the reasonable demands of members, protects the legitimate rights and interests of member enterprises, helps members solve problems, and contributes to the healthy development of the industry.
II. Main Work and Achievements of the Natural Gas Branch
1.Organizational Construction
From the establishment of the Natural Gas Branch to the present, a sound management structure and a relatively complete system and normative framework have been established:
In terms of management structure, the Natural Gas Branch has established a leadership body consisting of the chairperson and vice-chairpersons, and set up a daily management institution (secretariat). Among them, the chairperson and vice-chairperson units include: Jiangsu Yangkou Port Energy Service Co., Ltd., GCL Huidong LNG Rudong Co., Ltd., Hong Kong Gas International Energy Trading Co., Ltd., Jiangsu Huagang Dingcheng Gas Co., Ltd., and Sichuan Huayou Zhonglan Energy Co., Ltd.
In terms of system and norms, it has formulated the "Election Rules of the Natural Gas Branch", "Management Regulations of Natural Gas Branch", "Work Plan and Budget of Natural Gas Branch for 2024-2025", and "Budget Reimbursement System of Natural Gas Branch", etc.
2.Member Development
As of now, the Natural Gas Branch has developed 64 member units, including 8 executive council units, 11 council units, and 45 ordinary member units. At present, it has covered enterprises in exploration and development, natural gas storage and transportation, oil and gas equipment and product manufacturing, information systems and services, operation and maintenance, oil and gas trade, as well as financial auditing, asset evaluation, and engineering cost consulting, etc., initially forming a member network covering the entire oil and gas industry chain.
3.In terms of industry exchanges and cooperation:
It has conducted cooperation and exchanges with the National Oil and Gas Pipeline Network Corporation on the "Digital Financial Supply Chain Platform" and completed the research on the financing needs of pipeline shippers.
It has also held cooperation and exchange discussions with PetroChina E-commerce Company on the digital financial supply chain and external investment promotion, and reached a preliminary cooperation intention.
It has reached cooperation intentions with PetroChina Jiangsu LNG Company, CSG Huidong LNG Rudong Co., Ltd., and other enterprises, planning to carry out long-term cooperation such as LNG receiving station operation training and maintenance services in China.
It has completed the cooperation and exchange on the "Jointly Building the Exchange Platform for Private Entrepreneurs in China's Oil and Gas Industry and the Talent Cultivation Cooperation Plan for Private Enterprises" with the China Petroleum Management Cadre College and reached a cooperation intention.
4.In terms of forum activities:
It participated in the "2024 Yangtze River Delta Natural Gas Innovation and Coordinated Development Forum" to discuss industry trends and innovation paths.
It participated in the "CEC 2025 Natural Gas Industry Coordinated Development Northern Special Session Seminar" to strengthen industry connections and expand cooperation platforms.
It participated in organizing the "Unveiling Ceremony of the Shanghai Petroleum and Natural Gas Exchange LNG Yangtze River Delta Hub Rudong Base and the Launch of LNG Pre-sale Listing Trading", providing domestic industrial customers with more flexible and transparent trade channels to go international.
It participated in the oil and gas resource cooperation investigation activity organized by CCCPI in Timor-Leste, specifically responsible for English translation, preparation of natural gas cooperation plans, and communication work.
It participated in the China-Nigeria Women Infrastructure Investment Forum, where the natural gas branch made a keynote speech and witnessed the signing of a cooperation memorandum between CCCPI and the Nigerian government.
5.In terms of resource matching:
Firstly, it has conducted cooperation and exchanges with national ministries and commissions, local government departments, and state-owned enterprises. It visited the National Development and Reform Commission (Energy Bureau), the Ministry of Industry and Information Technology, the Ministry of Finance, the China Banking Regulatory Commission, the Jiangsu Provincial Energy Bureau (Jiangsu Provincial Natural Gas Association), the Zhejiang Provincial Natural Gas Association, the Shanxi Provincial Energy Bureau (Shanxi Provincial Natural Gas Association), the Shaanxi Provincial Energy Bureau (Shaanxi Gas Group), the Hebei Provincial Federation of Industry and Commerce (Hebei Provincial Natural Gas Company), the Shandong Provincial Federation of Industry and Commerce (Shandong Energy Group), the Liaoning Provincial Federation of Industry and Commerce, the Ulanqab Municipal Housing and Urban-Rural Development Bureau of Inner Mongolia, the Songyuan Municipal Housing and Urban-Rural Development Bureau of Jilin, Sinopec Natural Gas Branch, CNOOC Gas and Power Group, Beijing Gas Group, etc.
Secondly, it has conducted cooperation and exchanges with PetroChina Group and its subsidiaries. In the field of oil and gas exploration: Daqing Oilfield Company, Jilin Oilfield Company, Liaohe Oilfield Company, Huabei Oilfield Company, Dagang Oilfield Company, Changqing Oilfield Company, Southwest Oil and Gas Field Company. In the field of oil and gas sales: Natural Gas Sales, Finished Oil Sales Company headquarters and Hunan Branch, Shandong Branch, Inner Mongolia Branch, Shaanxi Branch, Shanxi Branch, Hebei Branch, Jiangsu Branch, Heilongjiang Branch, Liaoning Branch, Beijing Branch. In the field of equipment manufacturing: Kunlun Manufacturing, Baoji Petroleum Machinery, Bohai Petroleum Equipment, Gemstone Machinery Chengdu Equipment Manufacturing. In the field of engineering construction: including Huanqiu Engineering, Engineering Construction Company, Pipeline Engineering Company, etc. Relevant institutions: including the China Petroleum Management Cadre College, Strait Energy, Gemstone Flower Home Life Service Group, etc.
Thirdly, it has conducted cooperation and exchanges with the National Oil and Gas Pipeline Network Corporation. National Oil and Gas Pipeline Network Corporation's Market Department, Finance Department, Shared Operation Company, National Pipeline Network Construction Management Branch, National Pipeline Network Storage and Transportation Technology Branch, National Pipeline Network Zhongyuan Gas Storage Company, etc.
6.In terms of platform construction:
Firstly, the digital financial supply chain service platform. We are cooperating with China National Petroleum Corporation and the National Oil and Gas Pipeline Network Corporation to build a digital financial supply chain service platform, assisting member enterprises in connecting with the digital platforms of financial institutions to solve the problems of difficult and expensive financing for small and medium-sized private enterprises.
Secondly, we are establishing an LNG receiving terminal training and maintenance service platform. Relying on the geographical advantages of Jiangsu Nantong and the resource advantages of central enterprises, we will build an LNG receiving terminal training and maintenance service platform to assist enterprises in connecting with local resources and promote the coordinated development of LNG infrastructure and the new energy industry.
Thirdly, we are creating an entrepreneur exchange and talent cultivation platform. Relying on the Party schools of China National Petroleum Corporation and China Petroleum & Chemical Corporation, the Nantong Zhang Jian Entrepreneur College, and domestic petroleum universities, we will jointly build an entrepreneur exchange and specialized talent cultivation system for member enterprises.
Fourthly, we are establishing an industry research and information sharing platform. We will hold technical exchange meetings; organize members to participate in international inspection activities and international energy summits of the chamber of commerce; improve the industry database to guide and support enterprise operation risk management; and form industry recommendation reports on policies such as natural gas marketization reform, carbon trading, and financial support to promote decision-making optimization.
In summary, since the establishment of the Natural Gas Branch one year ago, we have initially established a platform and communication mechanism for enterprise cooperation, government-enterprise communication, resource integration, and technological innovation. As our service work continues to deepen and improve, the number of member enterprises is increasing, the member team is growing, and the brand value and platform value of CCCPI are constantly rising.
